Unfortunately I had this issue with Mac users too. I rolled out Outlook 2016 for Mac with O365 for 10x users about a month ago and in the end I had to request a refund and pull it from the network and move back to Mac Mail. The main issues I had (even though I fully patched OSX and Outlook to the latest versions) were that large mailboxes with lots of folders would not sync all folders randomly and attachments would not download on most systems.

I believe Outlook 2016 for Mac does not sync well on medium to low bandwidth sites. Is avast security necessary for mac. However, I can suggest trying the following as you may have more success that I had. Patch the the newest version of Outlook 2016 (version 15.33.0 (17040900) that just got released on April 11 (I have not tried the latest build). Install all OSX updates.

Remove any addons in Outlook (especially webex, or update it). Re-create the Outlook profile and re-download all folders.
